Her plan basically keeps the current tax brackets but adds a 4 percent surtax on income over $5 million. She also calls to add “The Buffett Rule” which creates a minimum effective tax rate of 30 percent for people who make more than a million dollars a year.

Compare that to Trump’s tax plan, which would essentially create a new tax system with four different brackets from rates of 0 percent to just 25 percent.
